Tuttavia, per via della corruzione, i bandi di gara indetti dal Ministero della sanità sono spesso vinti da aziende che procurano i medicinali ad un prezzo gonfiato. Il risultato è che le medicine scarseggiano. Così il governo ha deciso di affidarne la gestione a organismi internazionali come il Programma di sviluppo delle Nazioni unite (UNDP) e l' Unicef .
